Will be travel on vacation with children (ages 11 and 10)…what is a good neighborhood that has a neighborhood feel, near main attractions but family friendly/safe?
I suggest you hotel Ascot Opera - rue Monsigny no.2. It's a small one, but very well located, just few minutes walking to the main beauties of Paris. Bon voyage!

Depending on your budget, the 8th district is safe, but very touristic and expensive. The 9th district is nearby the shopping center. The districts where the Parisians are living are at the border of Paris (15th, 14th, 13th (Gobelins), 18th (Montmartre, its hill and steps), 20th (Vincennes and its flower garden). In case, you would like to visit EuroDisney or/and Asterix Park then move to a suburb town : the hotels are cheaper expecially with a family
